I am planning to sit for CMA part3 on October 12th, I am wondering if there are any tips to be considered?
In case I passed CMA part 3 on October 12th, is there any chance to be able sitting for CMA part 4 on December 2009 especially I am not working now?

I would think that is possible since you can use your knowledge for part 3 and refresh your memory for part 1 and part 2. There is some new material for part 4 but only 8 or 9 chapters worth.
Definitely you can sit in December 2009. Once you've passed part 3, you can register for CMA part 4 and sit on December 2009. You have half of October, the whole of November to prepare. You can even use December since you will have the pleasure to schedule your part 4 at the latter part of December.

Thank you for your response regarding my inquiry of CMA exam part 3.
I am planning to take the exam in Washington DC on 10/16/09, I have a hard time studying Strategic Marketing, it's too board for me.
